Promotion and Relegation at the end of the 2019-2020 season

NLS Regulations Received for 2019 - 2020.

The FA has released the National League System regulations for the 2019-2020 season, including details of promotion and relegation at the end of the season. The full regulations will be printed in the new handbook in due course and will also be available (from today) for download from this web site.

Below though is a summary of how promotion and relegation will work as far as the CCL is concerned, bearing in mind that the re-structure to take effect in the 2020-2021 season will see the number of Step 5 leagues increased to 16 from 14 and the overall number of Step 6 leagues reduced to 18.


1. Promotion from Step 5 (Premier Division)

a. Champion Club promoted automatically

b. Second placed clubs (excluding 3 Step 5 leagues in the North, where there will be automatic promotion down to 3rd place) will be ranked according to points per game, with the best 4 second placed clubs from the remaining 11 leagues being promoted automatically.

c. The remaining second placed clubs (seven of them) will face a single play-off match (away) against one of the clubs to have finished bottom of the seven Step 4 leagues. If the Step 5 club wins, they will be promoted. Otherwise the Step 4 club will retain their Step 4 position. Matches will be arranged on a geographical basis.

2. Relegation from Step 5

The Clubs in the bottom place in each of the 14 divisions at Step 5 at the end of the season will be ranked on a points per match basis (then goal difference, then goals scored if
required) - the 12 lowest will be relegated and placed in the most geographically appropriate division of Step 6.

3. Promotion from Step 6

The top four clubs will be promoted.

4. Relegation from Step 6

The bottom two clubs will be “liable for relegation”. If there are less than 40 Step 7 clubs eligible to be promoted, then there will be reprieves at the foot of Step 6 on a PPG calculation. For this season only more than one club at Step 7 can be promoted from the same Step 7 league.
